Axis 01064-001 Companion Eye Mini L IR cameras - cheap!
For North American buyers this is useful: I'm finding the Axis 01064-001 cameras for around US$10 now. They are indoor only but decent enough POE HD cameras, new in the box. I picked up a dozen or so for places where I don't need more than passing coverage, and the price can't be beat.

These are RTSP port 554 only so no ONVIF (default user is root:pass) but here's a sample RTSP profile URL that limits them to 10fps:
/axis-media/media.amp?videocodec=h265&fps=10&Axis-Orig-Sw=true

Interesting! Axis "Companion" cameras are designed to work only with Axis' own NVR products (hence we generally advise users that they should be avoided), but it's good to hear they support direct RTSP too, which allows them to be used with SecuritySpy. Thanks for posting this useful information.

The full set of options that the RTSP profile can accept can be queried from the device, in theory, like this:
( you can drop the "group=" item and get a much longer list of all the values.)
jtodd@mac ~ % curl --digest -u root:pass "http://192.168.86.99/axis-cgi/param.cgi?action=list&group=Properties.Image"
root.Properties.Image.Format=jpeg,mjpeg,h264,h265,bitmap
root.Properties.Image.NbrOfViews=1
root.Properties.Image.Resolution=1920x1080,640x360
root.Properties.Image.Rotation=0,90,180,270
root.Properties.Image.H264.Profiles=Baseline,Main,High
root.Properties.Image.H265.Profiles=Main

Also, I think the "&Axis-Orig-Sw=true" parameter is required for standard RTSP access, which is not listed at all, anywhere (I found it by search-engine-trawling.) So you probably need to fall back to the list of options that Axis lists in their main website, but I suspect many of those are not applicable to this camera:
https://developer.axis.com/vapix/network-video/video-streaming/#parameter-specification-rtsp-url
As always, put cameras on a network that can't talk to the wider internet. Dumping the full list of parameters, I see there are some burned-in static hostnames and IP addresses of rendezvous servers at Axis, and you don't want your cameras talking to unknown third parties.
