Digital Artifacting

I seem to be getting a healthy amount of digital artifacting from moving objects/people/animals in my videos and stills. Has anyone had this before?

Is this a new thing? or just something you are noticing?
What camera brand/model(s)?

What quality settings on the camera(s)? (Bit rate, resolution, frame rate/fps)

Is it happening more at night/low light than during the day/bright light?
